Job DescriptionThe University of Maryland, Baltimore has an exciting opportunity for an MPower Assistant Vice Provost. The Assistant Vice Provost, under the direction of the Steering Council, supports and advances the strategic vision of the University of Maryland Strategic Partnership: MPowering the State (MPower). MPower is a partnership formalized in State legislation between Maryland's most powerful public research institutions - the University of Maryland, Baltimore (UMB) and the University of Maryland, College Park (UMCP). This partnership leverages the strengths and complementary missions of both to support Maryland's innovation economy, advance interdisciplinary research, create opportunities for students, and solve important problems for the people of Maryland, the nation and around the world. Working across both universities, the Assistant Vice Provost brings stakeholders-including faculty, students, and staff-together to pursue the Strategic Partnership's goals and mission by effectively harnessing and leveraging resources at both institutions to deliver results and demonstrate impact.
The Assistant Vice Provost reports directly to the MPower Steering Council which is led by both provosts (UMB and UMCP), includes senior leaders from both campuses, and is overseen by both presidents. This professional is the trusted senior advisor to the Council and is responsible for planning and implementing strategic communications to enhance the brand and reputation of the partnership and its initiatives and overseeing the effective execution and management of priorities across both universities. In addition, the Assistant Vice Provost oversees and administers several signature MPower initiatives including the UM Scholars Summer Research Program, the MPower Professorships, and seed grant programs. The Assistant Vice Provost is supervised by UMB's Provost & Executive Vice President, appointed through the UMB human resources process, and based on the UMB campus for administrative purposes. Although the AVP is primarily based at UMB, it is anticipated that they will allocate their time equally between both campuses and maintain a consistent presence at each location.

UMB is a public university and constituent institution of the University System of Maryland. All employees are expected to work primarily physically within the State of Maryland.
- Essential Functions
- Provides leadership and management for related programs, centers, and initiatives between UMB and UMCP, overseeing an annual budget exceeding $40 million.
- Leads MPower annual goal setting and budgeting process for all MPower programs.
- Serves as a leadership liaison between the two universities, providing support and guidance to the steering council and presidents.
- Advances key priorities for the Council and other executive leadership.
- Establishes and nurtures effective relationships across UMB and UMCP, engaging with principal investigators, senior leadership, and cross-functional business units such as accounting/finance, legal, and communications/public affairs/marketing teams at both institutions to allocate resources and coordinate initiatives in support of MPower's priorities.
- Serves as the primary liaison to MPower-funded PIs, conveying action items, budget and reporting deliverables, and timelines to maintain alignment with the Council's guidance and expectations for MPower initiatives.
- Showcases and documents the successes of the Strategic Partnership to internal and external audiences.
- Designs and leads multiple off-site events to promote and to facilitate the work of MPower.
- Improves and expands the number of initiatives and programs in the Strategic Partnership; and provides accountability and reporting to the Chancellor, General Assembly and the Regents as required under the Strategic Partnership Act of 2016 and subsequent legislation.
- Plans and organizes agendas and staffs the bi-weekly MPower Steering Council meetings.
- Drafts and/or provides guidance for correspondence, memoranda of understanding, briefing materials, white papers, legislative testimony, and presentations for the steering committee and university presidents.
- Leads the implementation of communication strategies to boost awareness and backing for MPower's mission, goals, and initiatives.
- Manages special projects on behalf of the MPower partnership as they arise.
- Supervises, trains, schedules, and evaluates professional and support staff hired by MPower.
- Other related duties as assigned.
Qualifications:
Education: Bachelor's degree, preferably in a related and relevant field. Master's degree or Terminal degree preferred.
Experience: Ten (10) years of experience that demonstrate a thorough knowledge of the field, leadership, management, and administration in progressively responsible positions.
Supervisory Experience: Five (5) years of direct supervision and management.
Other: Financial disclosure reporting required by State of Maryland Ethics Commission.
Serves at the pleasure of the President/Senior VP/VP/Dean.

- Demonstrable task management and project management skills whether working independently or working as a group across UMB and UMCP to advance the goals of the partnership.
Hiring Range: $166,000 - $184,000, commensurate with education and experience.
