Job Summary
The Conduct Officer is a key member of the Office of Student Rights and Responsibilities at Morgan State University. Under the general supervision of the Assistant Director/Director, the Conduct Officer will complete administrative responsibilities related to student conduct including review of conduct referrals, investigation and adjudication of cases, recommending outcomes, coordinating interventions, and monitoring completion of sanctions. The Conduct Officer will also assist in the facilitation of alternative dispute resolution options. The Conduct Officer assists with policy review, documentation, record maintenance, and assessment. The Conduct Officer will develop and facilitate educational outreach, training, and departmental communications, including brochures, flyers, reports, and the website.
Job Duties
Duties & Responsibilities:
- Overall management of assigned cases, including: Review reports submitted by University students, faculty, and staff on student behavior to determine judicial disposition; advise students of their rights and responsibilities as it relates to Code violations. Investigate incidents in order to prepare for student meetings, conferences, and hearings; represent the University during hearings, presenting opening and closing statements and directing cross-examination questions; recommend outcomes; coordinate interventions and monitor completion of sanctions. Assist in hazing investigations as needed. Report appropriate indications to the Title IX Coordinator and Assistant Director/Director for the Office of Student Rights and Responsibilities. Communicate with MSUPD and other campus stakeholders regarding violations of the Code of Student Conduct as appropriate.
- Assist with the development and implementation of alternative dispute resolution options and lead peer education programs. Conduct appropriate mediation of conflicts within the community at large. Reviews admissions pre-check decisions as a designated member of the pre-admissions conduct clearance review committee.
- Develop and maintain all records in the University conduct database in accordance with Federal law and university and OSRR policies. Implements and maintains the Student Conduct database, runs reports, and prepares caseload summaries. Retrieves files and data to complete investigative reports. Completes investigative correspondence reports needed for background checks regarding clearance, transfer reports, etc.
- Review policies and assist with updating the Code of Student Conduct, Student Handbook, and OSRR manuals. And analysis for assessment of conduct trends and OSRR processes. Assist with the preparation of OSRR reporting (semester and annual).
- Assist with the design, creation, and facilitation of events, educational programs, and outreach efforts to educate the University community on student conduct processes and the Code of Student Conduct and address student behaviors that are detrimental to the healthy development and success of students and the safety of the University community. Assists with updating the OSRR website and social media.
- Provides training on judicial processes and protocols for addressing infractions, consults about problematic behavior, and makes recommendations.
- Other duties as assigned.
Requested Minimum Qualifications
Educational Requirements:
- The successful candidate must have a Bachelor's Degree in any discipline from an accredited college or university.
Experience:
- One (1) year experience as a paraprofessional or professional in Student Conduct is required.
Knowledge, Skills, and Abilities
- Must have demonstrated a minimum of 1 year of experience as a paraprofessional or professional in Student Conduct. Must have knowledge of Student Conduct philosophy and practices.
- Must have a proficient knowledge and understanding of student due process and FERPA.
- Strong and effective verbal and written communication skills as evidenced by the ability to articulate and present an organized, logical, professional case during disciplinary hearings as a University advocate, communicate decisions, write reports, plan and make professional presentations, and convey information in accessible terms to a variety of audiences, such as students, parents, faculty, staff, and administrators.
- Excellent interpersonal skills with demonstrated ability to interact effectively with students, faculty, staff, and university stakeholders of diverse cultural, social, political, and religious backgrounds, various ages, genders, sexual orientations, and abilities.
- Demonstrated ability to work well with ambiguity and to consider multiple perspectives.
- Must display proficiency in Microsoft Office, Google Suite, and Student Conduct Software System.

- Master's degree in higher education, student development, conflict resolution, or a field relevant to the work of OSRR
- Professional certifications in knowledge and skill set relevant to student conduct and conflict education (e.g., restorative justice, mediation, adjudication, etc.).
- Experience in student conduct in a higher education setting
